ACE 2010 Featured Presenter: Nancy Dickey, MD

Electronic Communications & Health Reform:
The Autobahn of Change—Where are our safety belts?



The ongoing discussions of health reform and the next few years of effort for defining and refining the health reform bill offer exceptional opportunities for immense progress to be made to improving the efficiency and quality of health care. The collaboration and partnership of information technology specialists, clinicians, and administrators will enhance the progress to be made. The implementation and achievement of standards in electronic communications will be impacted by education (pre-degree and continuing education), reimbursement, interoperability, and attitudes. However, the request for rapid change and broad change mean that significant risk evaluation and attenuation should accompany the efforts to exhort change. This presentation will focus on identified risks and means of managing or reducing those risks while simultaneously expanding utilization and application of electronic communication and documentation. We are in it together—lack of safety by one driver impacts everyone else on the road.

Nancy W. Dickey, MD, is president of the Texas A&M University System Health Science Center and vice-chancellor for Health Affairs for the Texas A&M University System. She is a past president of the American Medical Association (1998-99). It was during her tenure in AMA leadership that she developed her passion for patient safety and the value of electronic records in promoting safety. She was the founding chair of the board of the National Patient Safety Foundation and the inaugural editor of the Journal of Patient Safety. Dr. Dickey also chairs the iHealth Alliance, a board tasked with overseeing the privacy and appropriateness standards for the PDR Network; through this work she has attained an interest in the risks and benefits of electronic communications in health care. She is a board certified family physician with an appointment as professor in the department of family and community medicine.

With the continuing development of new medical record technologies and the constant pressures to cut costs, the question that keeps being asked is, “What is the value of medical transcription?" While it often is assumed that medical transcription can be cut without any negative impact on documentation, this premise has not been sufficiently tested. Drawing on primary research and a review of other studies regarding physician record-keeping practices, this webinar will examine what value medical transcription provides in creating quality and useful healthcare documentation. The webinar will cover the importance of perception in creating value, the area of behavioral economics, and messaging strategies for the medical transcription industry.

Gary David’s research focuses on: 1) examinations of workplace practices, 2) ethnic identity and community, and 3) intercultural communication. He has conducted research primarily in workplace settings where intercultural/intergroup interactions take place on a regular basis. Past studies include the analysis of interactions between workers and customers in Arab-owned convenience stores in Metropolitan Detroit. Present projects include examining the nature of collaborative activity in multicultural worksites, the impact of speech recognition technology and electronic medical records on healthcare, the implementation of enterprise systems on workplaces, and how co-workers build a collaborative relationship through engaging in workplace practices. He has done extensive research on Arab-American communities, identity formation, and medial portrayals. Dr. David is the Administrator of an online discussion group dedicated to Arab-American studies.

Natural Language Processing (NLP) is a powerful, new leading-edge technology. This session will cover how it is currently being used to enable new work channels linked to data validation for MTs to promote HIT adoption and meaningful use.


Kyle Silvestro currently serves as the vice president of corporate strategy and business development for NLP International, a company that focuses on natural language processing for healthcare and life sciences. Kyle has been in the healthcare industry for the last nine years. He gained his extensive background in Medical Informatics and Semantic Technologies, specifically Natural Language Processing, while at Language and Computing. As the VP of sales and business development, Kyle worked with industry leaders in transcription, quality, revenue cycle management, interoperability, computer assisted coding, and electronic medical records, in the adoption of Natural Language Processing. Prior to Language and Computing, he was a partner in a management consulting firm that specialized in early to mid stage companies. During that time, he ran the North American Sales program for a clinical criteria vendor focused on patient quality, medical necessity and case management. He holds a bachelor of science in Business Administration from California State University, Chico, where he currently resides.

Ethan has 20+ years of experience in strategic consulting, medical transcription, and teleradiology. During this time, Ethan was also responsible for facilitating the integration of numerous transcription companies. More recently, Ethan was the president of SPi Healthcare, a medical transcription company with over 1,000 employees and operations in the Philippines, U.S., and India.

Mapping Hospital Readiness for Meaningful Use

The HIMSS Analytics Study now includes questions on hospital readiness for Meaningful Use, including use of structured templates developed by the Health Story Project

CHICAGO (June 1, 2010) – With hospitals expected to meet in 2011 the first phase of deadlines for Meaningful Use specified in the American Recovery and Reinvestment Act of 2009, HIMSS Analytics has added new questions to its annual Survey on Meaningful Use. The questions include those developed by the Health Story Project on the inclusion of structured document standards that must be in place so that narrative data converts to a structured format and can be imported in to the EMR.
